The only way Arnold wants to be governor is not have to run a regular campaign and slip in with the recall. That's because he wouldn't want his background looked into, which would happen during a real race. But Davis wont let the recall happen unless he knows he can win it. He'd resign first and let Bustamante take over. Or move over for Feinstein and maybe take her job. Either way.
