so you tried BOTH "restore defaults" AND "Reset All Folders" and you still have the problem?

Is there something special about the folders you are trying to open? Taken from a previous version of windows or something??

I don't see how digging into the registry will help you, unless you have already altered something there that has effected your folders.

/edit. If windows is going into a search mode when you try and open the folder, is it having difficulty seeing what the folder contains. e.g. is there a damaged file?
