Those strategies were to ensure that Saddam continued to be boxed in and continued to behave. A continuation of the same (with some relaxation of the economic sanctions) would have been enough.

But it was not enough for some people. We had to go and get our tails caught in the wedge. And now, of course, we cannot get out.
