I think that biological weapons are scarier, too. But scary is an emotional term. People often get scared easily and irrationally, especially with the media drumming things up. Bombs are more familiar weapons than gas so we don't react to the prospect of them with the same trepidation as the unfamiliar. How scary something is is certainly a political consideration in public policy, but it shouldn't dominate.
