Kerry does care about Homeland Security. But he's totally not for spying domestically on Americans. Dont get the wrong idea.

It's about support for police, firemen and hospitals. Cynics would say he's courting union voters in those areas. But he also knows that first responders need help, as do states. Nothing wrong with that. It's true.
