Russia now has, or is going through the process, of what in general is considered
"best" for a nation still that large and diverse, 500 ethnic groups,etc..

That is, a mix of single-seat districts and a proportional system (with much larger districts)
but most importantyl "a viable moderate center-party".

That is, this center party is the one which offsets any chance for the extreme small
parties to "swing the election result" 49-51% to 51-49%, while still allowing the
extreme parties to exist and participate openly and officially both in congress
and in the public debate.

One fundamental idea is that this "fosters knowledge and responsibilty" for both
voters and politicians (and also media).

Another one is that this is an "ongoing process" with every "new generation", that is,
the one who get to vote the first 2-3 times (usually going for some radical changes)
