I showed you the material, and explained my interpretation, both from his report in January, and a fairly recent interview. I think it is clear that he thought the Iraq excuses were lame, and that we continue to stockpile that unaccounted for material. I do not need to read his mind, just to look at the implications of what he said, which makes clear that the preponderance of evidence weighed against Saddam. Of course he would not come to a conclusion. If he did not want the regime to throw him out, he had to allow for the possibility of its finally offering an adequate account.
