Actually, the Czechs still insist that the meeting occurred. Vaclav Havel, at one point, was under the impression it had not, but was contradicted a little later by one of his ministers. The claim that the Al- Qaida operative was in the United States is shaky, since it rests on credit card use, and he could have lent his card to someone. $9 million, encouragement of martyrs, organization of cells, and provision of training, well, it is nothing to sneeze at. But I base my assertion on Iraq's general posture in the neighborhood, not on funding terrorists alone. He was the biggest threat to the various states in the region.
