They more than likely are scared to death.
For years, their families and neighbors have been removed, tortured, and murdered by the madman.
Many of his loyalist still remain. The people of Iraq know who they are, I'm sure, but won't speak up for fear of retaliation from Saddam's guard.

The same guard who is now using our soldiers for target practice.
