Um. Not exactly, as I understand it (at least in my state). Many auto policies have a requirement that the injuries occur "while operating or in the insured motor vehicle" (or some such gobbledegook). If such language was in the injured person's auto policy, I'd expect to take the position that the insured was not operating or in the insured vehicle and there is no coverage (funny how insurance companies try to find a way to deny a claim).
