Either they're cowards afraid to go after anyone who's suspicious or put up a fight, or the message to everyone else is, "look, we kill nice guys, so don't try to be a nice guy just go along with the program" I guess a policy to kill high-profile decent folk, helps moves the game towards the kind of battlefield they want. After all that's the policy that's worked in other take-overs around the world the last 40 years. The more vicious you can make the game, the more you can have command-and-control gov't.
