No they won't if they have the same type of close control of foreign currency like China, the policies like Chinese citizens who travel/study abroad can only exchange a very limited amount of US$ officially, like domestic companies cannot have even US$1 assets... and even the joint adventure companies has some restriction in getting US$ for their export.
