Let's compare Bush and Herbert Hoover on Bubbles. Both got nailed by ones created by their predecessors.

But didn't you just say:

First, where are the Hoover numbers? Or the Roosevelt numbers? Second, the issue is not raw numbers, it is percentage of the workforce.......
