I suggest you call both of your isps and ask them to give you all of the access numbers that are possible from where you live. Write them down and then change the number you are dialing to get online for both isps. If you don't know how to change the number, ask the isp tech support to help you do it.

Also, please post the url for both of your isps. Example: accessonline.com or ccponline.net. If you don't see it in their software, ask them to give it to you when you call. I want to do some traces to the isps during the time periods you have mentioned and see if there is anything apparent about their connections to the internet.

Also: do you have an answering service that is provided by your telephone company? I have seen someone have a problem dialing in when they have one of these telco services which notify of a message by changing the dial tone to intermittent rather than continuous.
