START>ALL PROGRAMS>ACCESSORIES>COMMAND PROMPT gets you a DOS prompt in Windows XP.

After following the click stream already presented in the other replies, you might want to create a shortcut to it on the desktop. Just right click on the COMMANDD PROMPT in the ACCESSORIES menu, and choose: SEND TO - DESTOP

You can also reach the command prompt by START - RUN then type: CMD (caps not necessary)
