Short answer.

Take time to develop an international coalition to take out Iraq. There was no compelling reason for the Spring rush to war. He committed himself to the idea of the war and the troops too quickly.

Of course, maybe, based on the facts in evidence he would not have been ABLE to gain consencus and a coalition.
