In the normal course of our (civilian) lives - practically never. Might interfere with a vacation or trip to the ball park.
Thats where the enemy underrates Americans, not much change or action until you get their dander up. By messing with the Social Security system, gun control laws. or killing relatives. When OBL and 9-11 came along most went into the John Wayne stance, got out the rifle and went hunting.
While we were still all stirred up and prepared for action it was decided to proceed to the next step of taking care of that villainous old man Saddam, before things cooled off and the populace went back to dwelling on stock market loses, job losses and a potential depression. And doing nothing would enhance the chance that a real depression would occur as a result, especially if Saddam had let his oil production facilities continue to decay.
We can argue all day about what could have been done differently, but I am in full agreement that it would have been extremely foolish to wind down emotions and wait for the next attack or wait for Saddam to come up with new WMD's of some kind , based on intelligence that showed no inclination on his part to stop seeking WMD's or even account for those he once had.
