All this says is that there was intelligence that Saddam was still seeking WMDs. From what I've read in Ken Pollack's book, I certainly believe that. Was it enough to make an irrefutable case? No, intelligence rarely works that way. But definitely enough to show that his intentions and MO hadn't changed.
