On second thought, I think David Warren was representing what the Bush team thinks they are trying to accomplish with this road map. Unfortunately, I don't see any sign that they are accomplishing it.

Arafat still has his guns, and is well positioned to blow things up at his leisure. He can't act too overtly, lest he find himself exiled, but he's nothing if not a master of such sabotage. It's all a question of doing something the Israelis must react to, without looking too outrageous. That's why al Aqsa is now picking Israelis off by ones and twos (10 or 11 have died since the start of this "hudna"); it keeps the pressure up without making headlines. If the Israelis finally react, the BBC will be glad to supply the "Israelis destroy cease-fire by killing x Palestinians in raid" headlines.
