Conversely, if no troops had moved to the borders of Iraq, Saddam's cooperation would have been guarranteed to be even less. Saddam could have made the invasion very difficult for Bush to pull off if he had made a convincing show of cooperation. But he didn't.

As for troops moving, how long do you think the US needs. They first began planning in January 2002. They could have had the war very conveniently by September 2002.
