They're different constructions and have different meanings. There are various rules when to use certain articles. The rule you cited was simplistic. That what you may have been taught, but it was simplistic.

It really is not a proper construction to say "What is Senior Scientist?" "What is a Senior Scientist?" would be proper. "What is the Senior Scientist?" is a different construction yet and you probably can't tell what the question is without additional context. One could argue whether Senior Scientist should have been capitalized.
