Yep. There's this one officious jerk who walks the docks with his clipboard demanding to come aboard to check if you have all the right safety equipment. The boat has been certified by the Coast Guard and has all the proper stickers. If you deny him access, he reports you to the CG who will stop you the next time you go out and wreck your trip. Needless to say, I've had several run-ins with him. Last time he came aboard, I accused him of scuffing up my new $400 wax job and told him he was going to have to pay for it. He hasn't been back.
