You clipped out of context, Bill. The quote aout no structural answers relates to the issue of how to judge teaching performance for the great gray middle. It's easy for the best and the worst. And if that's all that you wish to argue that is at stake, then you and I are close.

I also believe the argument in The Atlantic Monthly piece is an interesting start on Brownstein's argument that there are two pieces to reform--more money and ways to get rid of bad teachers. You need to first to lower class size and, as the AM piece argues, recruit the next generation of teachers. You need the second to help ensure quality.

But the structural problem with the middle will either be left alone or, if present structures are used, done badly.
