OT - Yogi, the police cannot protect us everywhere we go. Sensible people avoid going to dangerous areas unnecessarily. The victim isn't legally responsible for harm done to them. But they certainly are foolish for letting it happen when it could be easily avoided. They certainly are personally responsible. Someone goes to the bad part of town, again and again, looking for trouble, and they get beat-up, do you blame the cops for not doing their job? Because they didn't provide a personal body guard? No, in this hypothetical case, the victim, through their irresponsibility, is personally responsible for their situation. Nevertheless, the authorities will always do their part. They will deliver the body to the appropriate relatives and try their darndest to catch the criminals. And, no, I'm not threatening anyone. This is an off-topic discussion in response to your comment.
