Foreign based research, development and manufacturing is nothing new to IBM with operations all through Europe, Japan and even places like Brazil. That said, it brings with it additional problems and during the 90s IBM tried to pull back and consolidate as much as they could in the U.S. Going to places like India for common programming needs makes some sense but to do systems microcode or other kinds of key intellectual property in places like that leaves a lot to be desired. We'll see what happens. IBM has the ability to make the same mistakes about every ten years.
