The only excuse the demolibbies would need to then raise taxes to meet their spending, and then claim they followed the law.

Right. That was one of the big campaign promises of Ronald Reagan. One of many unfulfilled promises. Another one was to reduce the size of government. He never did manage either and now the Balanced Budget Amendment is a footnote in history.
