Obviously a desired change but perhaps unrealistic - since Iraq has a porous border with martyrs pouring in from outside countries. So even if no Iraqi raised a hand against a US solider there are others looking for 72 virgins.

I would measure based on restored infrastructure, self governance with US bases in remote areas - like H1-3.
