Didn't the agreement say by 2003? Maybe it was a little slow but in any event hadn't NK been cheating for 5 years?

The increased trade and investment, the normalizing of economic and diplomatic relations, it never happened. A token effort, ...

Given NK's closed society, paranoid hostile govt, and extreme poverty, there is little real opportunity for trade or investment till NK begins economic reforms similar to what China and most other Communist countries have done.

Talking with NK is useless, if we don't first talk to SK and China, and agree on a common plan with those "frontline" states. Without a common plan, NK can play us off against each other.

That is certainly true.
