I'm starting to wish I saved that one to file. It was my understanding that the main purpose of the chip was for identity, then information connected to that person would be stored elsewhere. The chip wouldn't store the information, but scanning the chip would cause the stored information to pop up on a screen. As I recall, being able to scan the chip by satellite was still under development, but once that's accomplished, it's just a hop, skip and a jump to tie everything into a super computer and build a huge file on every thing you do. Everything from what and where you bought groceries, to who you had a drink with after work would end up as data in your file. The more you know about a person, the easier they are to control.

John Doe wants to run for Mayor, but good old John stayed over night at xyz47's place on January 4, 1999, while his wife was down with the flu. John would make a wonderful Mayor, and would likely support whatever agenda he was told to. Anyone with access to the database has the keys to the city.
