Well, it definitely isn't now. At minimum, Saddam had a price on Bush senior, I would consider that to be terrorism.

Not anymore, nor do we need to worry about Iraq being a weapons supplier or instigator of trouble within the region.

A lot of Iraqi's would have a different opinion on the state terrorism, domestically speaking.
