He did not. 1441 was supposed to be his last chance. He had many chances before that. Your own Bill Clinton's policy was regime change in Iraq. He believed they had WMD...it's not even a debate. We know they had WMD. They had to prove they did not. They didn't do that, so he is forfeit. Nevermind all the human suffering he's caused.
