If they announce they have Saddam and tell Bush to tie his gonads around his waist for another flight and speech and then Saddam turns up for an interview on Al Jazeera, well, Rove can cash in his corner office. For that reason I don't think they will make up such an event. Sometimes you have to rely on information from external sources, hopefully verified and with transparent motives.
