One idea that was put forth in the Don Juan series (A Yaqui Way of Knowledge), was that, when met with a threat, do something unexpected. Instead of attempting to drive interest rates down or otherwise stimulate the economy, the Fed should do the unexpected. On one extreme would be to attempt to raise rates. Another would be to do nothing. Don't fiddle with interest rates, don't fiddle with money supply. Let the system digest all of the stuff that has been thrown at it, so that it can reach an equilibrium.
