You are absolutely right. The Bush administration folks are naive in assuming that the recent deaths of Saddam's sons will usher in an era of peace. But then, they have made a lot of naive assumptions all along. So what's new?!

That is a reasonable concern. I do not think that the enmity is sufficient to make civil war likely, though it is possible. That is why constitutional arrangements are so sensitive. If there is not a reasonable degree of power sharing and regional autonomy, the situation may deteriorate.
