Turkey was rather surprised as well, especially after their parliament flat out refused to allow deployment of American troops from its territory into Iraq, despite the USD 30 bn aid & cheap loans the US dangled under their noses in exchange for this favor.

Columbia and as zonder points out, Turkey....

Why didn't the Administration add France and Germany to the list? That would have simplified things. If they would have added everyone who objected to the list of the Coalition of the Willing then is would have been unanimous by defintion.
