Actually, I think Gaddafi is as harmless to African geopolitics as Fidel Castro is to Latin American geopolitics. Both Castro and Gaddafi have been gesticulating a lot over the past 30-40 years and yet, they've remained rather isolated in their anti-US histrionics.... Africa, just like --and even more than-- South America needs the widest access to the US market, technologies and monies. Besides, in the aftermath of 911, Libya was hailed as a cooperative ally of the US in the fight against al-Qaeda... Gaddafi also agreed to indemnify the Lockerby victims. The fact is that Africa, especially sub-Saharan Africa, is the last outlet available for Europe to use as a neocolonial playground... Just think about it: there's no way for Europe (read: France and her Belgian deputy) to send in troops to South America, nor to Asia, nor to the Mideast --unless under the US umbrella (NATO). Only black/Sub-Saharan Africa offers Europe the opportunity to swank around and show off her military muscle --solo. Yet this last attempt by Europe to keep Africa as her exclusive turf is doomed --for two reasons. First, mineral commodities are no longer sufficient to help stabilize Africa. The process of transforming and refining Africa's gold, zinc, diamond, coltan, whatever makes up a shrinking part of the added value of the whole capitalist food-chain. Industrial/extractive capitalism's share has dwindled in favor of post-industrial/information capitalism. After all, that's the key reason why Groupe Suez has divested its non-ferrous metals division in Belgium --once the crown jewels of Belgian capitalism (Union Minière, Vieille Montagne, Hoboken-Overpelt, etc...) Second, thanks to its co-optative paradigm, the US has developed a black/African-American bourgeoisie that is becoming more and more vocal about the desirability to harness (sub-Saharan) Africa to the "American Dream", so to speak... Despite centuries of colonial presence in Africa, Europe cannot rely on a similar African lobby to underpin her African aims with a similar "moral basis". Unlike the US, in Europe, the most ardent supporters of a proactive African policy are Jewish diamond peddlers, British merchant bankers (futures & commodities) and French/Belgian robber barons (Vincent Bolloré, Georges Forrest, etc.) and, of course, their African stooges (Omar Bongo, Sassou-Nguesso,...)
