Yes

Do you believe that moral opinions and assessments can exist without moral judgment? Does one judge the morality of an act, or does one discover it?

One judges how well an act fits in with one's understanding of morality.

Edit - You could call this belief quasi-religious. I add the "quasi" because it isn't about God, and it doesn't have religious structure, or rules, but it is a belief in the meta-physical nature of the universe.
