I'm bettin some Democrat runs. Some have hedged their words. The word is Arnold will announce he will not run.

Here is the latest Republican Budget Proposal that was rejected by Democrats.

Calling a four percent spending reduction amid a $38 billion budget deficit "draconian," Assembly Democrats recently defeated a Republican compromise spending plan that balances the state budget without raising taxes.

The Republican plan, offered last week in the interest of reaching bipartisan agreement, includes a modest $3.4 billion, or four percent, spending reduction in a proposed $70 billion state budget for the next fiscal year.

For the first time in history, the minority party in the Legislature introduced a detailed budget plan. Specifically, the Republican Budget Solution:

> Protects education by preserving Proposition 98 Education Funding.

> Reduces state spending by only 4 percent from last year’s budget, reasonable by any account given a deficit of more than $38 billion.

> Eliminates millions of dollars of waste in state government in order to avoid tax increases and deeper cuts in state spending.

> Is a balanced budget that imposes virtually no cuts to local government--preserving essential funding for critical government services. Every other proposal threatens local government.

> Includes much needed structural reform, including a balanced budget amendment and spending cap. The plan also contains additional structural reforms that will ultimately save the state millions of dollars. Our plan is the only proposal that includes needed reform, which the Governor said he needs in order to sign a budget.

> Restores funding cuts in the Governor’s plan, including some Medi-Cal benefits and rejects the Medi-Cal expansion cut proposed by the Governor in his January proposal.

> Provides a compromise solution that includes a deficit financing plan to ease the impacts of spending reductions. Assembly Republicans withdrew the proposal for a spending freeze and allows for modest spending growth after this year.

However, our budget plan was defeated on pure party votes.

Republicans have vowed to continue to work toward a bipartisan budget solution, but we insist that any final budget must not include tax increases.

Grey Davis has a few tricks up his sleeve. Believe me.
More than 10 million bucks has been spent smearing him as some kind of weakling, but he is actually one of the canniest politicians in the country. Expect him to end up the winner, even if he resigns to win.
