But it's interesting to watch the differentiation between former East and West Germany: 29% and 16%, respectively. In other words: people who had lived in a communist country are traditionally more reserved towards government institutions. - Another factor is the insinuating tone of the question. There is a general bias towards "yes", no matter what the question is. If there had been a selection of several choices the outcome might have been totally different.
