Why don't you listen to the tapes yourself or the transcripts? It was a terrible tragedy but certainly not intentional. It defies logic for Israel to intentionally do anything to harm its relations with the US. One only has to see how Israel has over the years refrained from responding for each terrorist attack. In terms of population, Israel has suffered similar losses to what we suffered here on 9/11 on a weekly basis. Yet, US pressure has largely kept Israel from responding as we in the US have done in Afghanistan and Iraq.

U.S.S. Liberty Documents
Israel attacked the American ship, U.S.S. Liberty on June 8, 1967
Web site includes audio tables (in Hebrew) and English translation of Israeli communications
Also includes follow-up reports and reports by cryptologists
Conclusion: the shootdown was caused by the "fog of war" although the subject remains controversial outside the federal government
Tapes were released July 2003
Primary locations: Documents in the News and Foreign Governments/Middle East
