I do admit that rationalization of that kind is, probably, not above any country and, in fact, maybe considered justifiable. I fail to see how attacking USS Liberty would save civilian lives in Israel.

it is very unlikely since, Israelis are not idiots to think that they can attack Liberty with mirages and torpedo boats and sink it before it would send a distress call. In fact, Liberty was sending them
