Well, I guess I have to complain to those who reformed our constitution, form of parliament, elections and all the rest, that their basic principle was and is "a wild statement bereft of meaning" and it has finally become obvious after more than hundred years.

Additionally call around to correct all those descriptions as "one of the most modern"

Btw, the most important consensus is the consent of the ruled in terms of the rulers, the minorities and the majorities, not necessarily between the different minorities.

However, in a multi-party system there is usually some minority-parties in every governing coalition and they usually have some common consensus with the other small parties, especially on these issues.
