From where they come is not the issue; its what's in them that's key.......at least to the people at the receiving end

And the dangerous things that can get put in them, can be put in them because of WMD programs.

But if there are no WMD, you can have 2 million WMD programs and still Iraq would not be a threat to the US as the Bush administration contended.
