No, Bob cannot track where a post is coming from. I could go into it in excrutiating technical detail, if you'd like. In some cases, if people do not take steps to mask their identity, he might be able to. In many cases, if people do not take special steps to mask their identity, Bob would not be able to tell where they are. And, in every case, if the user took certain very simple and easily available steps, there is no way that Bob could tell.
