If the charge was true, it certainly implicates Clinton as well as his defence, intelligence and foreign policy establishment. Let's face it, he was President at the time. Even if you have no firsthand info, no hard evidence - you could and should go public to the press and Congress - with your sources. Those, if investigated, could lead to firsthand evidence and ultimately lead to the truth, whatever that is. What possible reason is there to not investigate this charge ?
