I think the entire country should accept some of the blame. Not many of us paid much attention to the various terrorist events over the last ten years. No, we paid attention, BUT didn't call or write our US Representatives and Senators to do something about the situation. Some of us did (I know I wrote and called on two of them) but in our State, those Representatives and Senators are mostly Democrats. Therefore, it was on the "back burner"....

Be that as it may be. We can see their record on how they handled (or not handled) the various events.

Most of us feel totally impotent as far as having any impact on either the CIA or the FBI.....I made a call to the FBI two years ago on an entirely different things (corporations being treated as shells, defrauding the shareholders, and ultimately the heads of the corporation going to Switzerland.) NO return call even from the janitor from the FBI.

We have to rely on those two agencies to do the work they are chartered to do. The feeling seems to be: the politicos come and go...but we (the folks who make this thing run, stay on ....and on....and on...)

Some of the folks probably are doing a great job....but some of them obviously aren't.
