Not. A chance to get out again and kill again amounts from incompetence. The same incompetence that led to the hood falling off a 16 year old executee in South Carolina, as they did not have a hood small enough to fit him. Or when it takes two or three electrocutions to kill off a man because the electrodes were not fitted properly. Incompetence is the problem. Not incarceration. What we need is a complete review of the prison system, and possibly privitizing of the system. Orca
