...because he thought it was his only deterrent..it was his bluff and of course it didn't work..but remember he had only the advice of people around him who for years/decades told him what he wanted to hear or died?....a lesson for all of us especially in a climate of fear which has even pervaded the present Macho US mentality ..iether you are for us or your against us!
