Given lags in the effects of policy, the recession belongs to Clinton, if it belongs to anyone. The preconditions were already in play before the election (the market was crashing and the economy was running out of steam), and the recession started about a month or so after the Inauguration. It belongs to Clinton as much as the crash and recession of '29/'30 belonged to Hoover.....
