Orc, re:Ok then, if they haven't executed anyone since the death penalty was reinstated, then how does your brother detective use it as a bargaining chip during interrogation? Do you really need that explained? Tell us what we want to know or we'll seek the death penalty in court.

Do you know the difference between being on death row and being executed? Anyway, I have bent over backwards to provide proof, logic and links, while you have dodged every question I've asked you. If you really feel strongly about what you spout, please provide a convincing argument, with facts, case details and defensible conclusions. There are resources for doing so all over the Internet and, as you know, all over SI.
